背景/Background

公司日常运营中经历过几起固定式ELT天线丢失或损伤的事件，在决策放行还是需停场排故时存在分歧。根据波音MESSAGE   HNA-HNA-13-0463-07B，下发此TA明确固定式ELT天线丢失或损伤后的维护政策。

Several events of fixed ELT antenna damaged and missing were   reported in the past, there is divergence for decision about whether   dispatching the aircraft or troubleshooting required immediately. Based on   Boeing message MESSAGE HNA-HNA-13-0463-07B, issue TA to give engineering   policy in case of fixed ELT antenna damaged and missing.

正文/TEXT

当收到固定式ELT天线丢失或损伤的报告时，需完成如下检查工作：

Once   reported fixed ELT antennas had been missing or damaged,need complete below   actions:

1. 客舱压力渗漏测试，确保结果处于正常范围；

Complete cabin pressure   leakage test, make sure the result not exceed the limits;

2. 检查天线丢失位置附近的飞机结构，确保无损伤和雷击痕迹；

Check the fuselage   structure around the position where the antenna missed or damaged, make sure   the fuselage structure have no damage or lightning strike;

如上述检查无异常，可依据MEL 23-12按照固定式ELT系统失效放行，回到主基地后第一时间更换ELT天线。由于天线丢失或损伤对飞机气动外形有轻微影响，旅客在天线安装所在区域的客舱感觉到明显噪音属于正常现象。

If not find damage or lightning strike,   dispatch the A/C base on MEL 23-12, the fixed ELT system fault, once the A/C   back to main base, replace the ELT antenna at the first time, when the ELT   antenna missed or damaged, the aerodynamic configuration of the A/C will be minor   changed, so there will be noise occurred at the cabin area where is below the   position of antenna installed during flighting, and the noise is normally,   don’t need action.
